N-word being blasted at HS stadium.

Last night my wife and I went for a walk around the neighborhood after dinner. The high school football team was wrapping up their practice and hip hop music was being played through the speakers at the stadium. I wasn't paying much attention until I heard "N*gga this and N*gga that" and I wondered, how is this OK? Is the word acceptable as long as it's a component of lyrics being used by Black hip hop artist?

I admit cultural illiteracy here. Please help me understand.
