When did "drunk" become an excuse?

Politicians aside, I had Thanksgiving plans made 2 weeks ago with a friend who made it clear she had nowhere to go. Yesterday I started discussing what we were making and I received a very puzzled look. "You ARE coming, aren't you?" "Oh my God, no. I was drunk when I said that." She then moved on to a new subject.
