Which comes first... Title or text?

I was sitting in the truck at CVS last night in my pajamas, and I had a revelation! The title of my first book came to me with such certainty that I went scrambling for a piece of paper and pen to write the words down on. Somehow there was no paper and I didn't have my phone, but the seven words stuck with me!

I'm officially jazzed. :D

Is that how the process works? Or do authors typically write their books first then slap a title on it?
